The BewareE Manual

The central outcome of the BewareE project is a manual supporting practitioners to develop and implement energy awareness services. This manual addresses all potential service providers, such as housing companies, energy suppliers, energy agencies or consumer protection associations. In addition to important theoretical background information on stimulating behavioural changes, the manual presents different „intervention strategies“, numerous examples of successfully implemented services and a 6-step-model for the realisation of services. They are available in five languages: English Manual (4.700 kB); French Manual (4.800 kB); Spanish Manual (4.800 kB); Dutch Manual (4.800 kB); German Manual short version (650 kB); German Manual long version (including all services of the Service Inventory, 5.000 kB). Furthermore a Spanish version of the Best Practices has been published by INASMET: Best_Practice_Spanish (1.700 kB).

Brochures

Articles

Core of the BewareE project was to disseminate results. Therefore, all institutes have published articles and gave presentations at conferences. 1th Part of the Communication Concept - Service Inventory and Best Practice

This first European report on the inventory of energy services and best practises for households presents the outcome of work package 2 “Inventory and Best Practice”. The work package consists of making an inventory of examples of energy services all over Europe, by analyzing EU-projects, national and local projects of housing organisations and other stakeholders:

2nd Part of the Communication Concept - Transferability

Based on the 1st draft “Communication of best practises – Energy Services in Europe” (Kortman and Cornelissen 2008), the papers of the 2nd draft summarizes important outcomes of the “Adaption of services” as a part of the BewareE-project. Most importantly, this work package paper deals with the question of the transferability of the best practice examples to the specific national framework conditions in Spain, France, the Netherlands and Germany. Following a detailed country specific analysis done by each of the project partners, the paper paper aims at tearing more general conclusions on the issue of transferability. Within the documents the reasons rational for the selection of national best practice are described. Part B entails the results of the expert interviews conducted in all European coutries. One of these interviews is a short description of energy services in alle European countries.

3rd Part of the communication concept - National Background

This communication concept consists in of an analysis of the national background for energy services in Germany, The Netherlands, France and Spain. For every country the framework conditions, obstacles, drivers and the important actors have been analysed. The results of these this analysis have been described in the reports about the national background (work in progress). Document "National Background Summary" contains a short description of the working package and outlines the most important results regarding the four countries. The document "National Background" contained the detailed analysis of the background for energy services in four countries.

4th Part of the communication concept - Case Studies

Five in-house workshops in each of the four countries have been carried out with different organisations in the residential sector. The aim of these workshops was the development service ideas fitting the specific background and individual needs of the organisations. Based on the workshops “implementation plans” have been developed, which describe an energy awareness services that might be provided by the service provider in question. The documents present the results of the national case studies. "Case Studies Summary" is the short summary of the research, "Case Studies" contains the whole description of the service development.

5th Part of the communication concept - Strategies

In its Lisbon strategy the European Union emphasizes the importance of services for a prosperous EU economy. The directive for end-energy efficiency and energy services (ESD, EU Commission 2006) calls on all member states to create adequate framework conditions for the development and implementation of energy services to tap the full potential of energy efficiency.

Against this background BewareE project partners developed energy service strategies for Germany, the Netherlands, France and Spain to push the implementation of energy awareness services. We define “strategy” as a set of general national action guidelines aiming at more sustainable behaviours in households. The strategies depend on objectives and actors and have to be adapted to the member states’ particular contexts.

Energy Services in Europe - Country Reports

The country reports examine energy consumption, housing and energy services in all European countries. Thus, each document consists of:

A short description about energy situation in every UE country: sector energy consumption, renewable energy situation, etc.
Information about energy consumption of households and its evolution.
Housing market trends and social housing in each country
A description about energy services situation in the analysed country.
Finally, every country report includes a description of the selected energy services, some of which are classified as best practices (BP).

Part 1 of the country reports contains Austria, Belgium, Bulgaria, Cyprus, the Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary and Ireland.
